It is not uncommon to find good-size seahorses (5-7 inches / 12-17 cm) out on the sandy bottom or clinging to detritus on the bottom of the Lembeh Strait (North Sulawesi, Indonesia).  We found this one clinging to a clump of grass and leaves on the sandy bottom.
